WILLIAMS, Chief Judge,
concurring in part and dissenting in part:
I agree with the majority’s resolution of the constitutional and common law tort claims asserted by Aysha and Hanaa Unus and concur in those portions of the opinion. For the reasons stated in the district court’s fee order of April 28, 2005, however, I would affirm the award of attorney’s fees in favor of Rita Katz. I therefore respectfully dissent from Part III.E. of the majority opinion and from the judgment to the extent it reverses that award.
